Camping will be allowed at a controversial Gosport music festival after councillors were forced into making a U-turn.

Gosport Borough Council had clashed with Peter Chegwyn, organiser of the Stokes Bay Festival, over whether revellers should be allowed to pitch tents on a field near the festival site.

The council said it had not given permission for camping during the event, which starts tomorrow – but Mr Chegwyn had pledged to allow camping anyway.

The council was even considering a court injunction to stop festivalgoers pitching their tents, but Mr Chegwyn took his case to the Secretary of State for the Environment.

The government department agreed with Mr Chegwyn that the event was exempt from the need for planning permission, and issued certificates to prove it.

Gosport council has subsequently bowed to pressure to allow tents to go up at a field on Gomer Lane, near the festival site at Bay House School, Military Road.

The U-turn comes at the eleventh hour, with hundreds of music fans on their way to the five-day feast of music, which will include sets from The Zutons and The Proclaimers.

Mr Chegwyn, formerly a Gosport councillor, said the council's objections were politically motivated.

He said: 'I'm really pleased they've seen sense, I should never been asked to apply for planning. We said that all along – I just wish they had listened to us.

'I hope this will mark the end of some councillors' attempts to stop this festival and undermine it.

'The festival is good for the town, bringing in a lot of money to the local economy and pleasure to thousands of people.

'I'm so glad at last we can have a positive ending to all of this.'

Hilary Benn, Secretary of State for Environment, Food and Rural Affairs, granted two exemption certificates, under the Caravan Sites and Control of Development Act 1960 and the Public Health Act 1936, to Hampshire Festivals Club for camping on the Gomer Lane field, which belongs to Bay House School.

Graham Burgess, deputy leader of Gosport Borough Council, said: 'If the Secretary of State deemed camping can take place on there then that's the case.

'We can't do anything about it, we just have to abide by the decision of the Secretary of State so that's the end of the matter. I don't believe we've operated inappropriately in any way.'

We went to Stokes Bay last year - the line up was magnificent, the security over-zelous and the beer terrible. We are hoping for better beer this year. Its a shame about the location, the site on the common was magnificent but I am sure this year's will be fine. During last year's event, we saw council "officials" being really vile to festival organisers - moaning at them for minor infractions and nit-picking at every opportunity. It was really, really pathetic and made us quite angry. I hope the council realise that this is a lucrative event that brings valuable £££ to the area so fingers crossed they are less twatty about things this year.

The local shops seemed really pleased to see us and were happily welcoming us into their stablishments. We look forward to exploring more of the area again this year.

I admit that we were going to go to the bgg but it wasn't to be so a quick phone call and we are going to stokes bay again! We both have our festival head on - I almost can't wait for Seth Lakeman!!

I once had an argument with a boyfriend inside of a tent. That's a bad place for an argument, because then I tried to walk out and slammed the flap. How are you supposed to express your anger in this situation? Zipper it up really quick? :lol::lol:

We went on to get married, have three lovely kids and outgrew the tent! But we are still very much festival fans in our middle years! Looking forward to visiting Stokes Bay Festival this weekend!

Thanks for posting the map Gomer. The official website didn't make it clear at all exactly where the festival was this year. In fact I would say that it was positively misleading about it. One of the charms about last year's festival was the site - even with the less-than-good weather, but I find it hard to imagine how the 2009 site could be considered "CLOSE TO SEAFRONT OVERLOOKING THE ISLE OF WIGHT" as the website claims. In fact it looks like large parts of the site haven't been altered since last year.

Poor show.

Even if it's only 0.65 mile, that makes it less than convenient for popping back to the tent to get something and both the camp and festival site are surrounded by houses...

That's going to be good for atmosphere...

The local businesses seemed more than happy to welcome our festival £££ last year.

The NIMBY types might want to remember that when their shop/pub/post office close down.

Following comments from oldgrumpify saying that his posts are quote "factual", I thought I would post a map from Google showing the walking distance from the Car Park to the festival site, which he claims is 1.7 miles.

The actual answer is 0.65 miles which for regular festival goers is on par with Larmer Tree and Guilfest. It is a lot less than Trowbridge and there is no hill to walk up at the end of the night! As a local resident I look forward to seeing you all enjoy yourself at this years festival.

Actually just seen the location - how is that going to reduce noise pollution? It looks like it is surrounded by houses and we will be camping on a playing field - my experience of playing fields is that they are frequented by local dog walkers who are less than scrupulous in cleaning up their dog's mess. Nice. Camping in piles of dog shite.

i agree the website isn't that clear. Its not very good really.

Despite all this we hope we have a decent festival and the goddess is kind to us with her choice of weather!

Thanks Leeman, you have reassured me a bit so I will shut up moaning. I think what has made me a bit cross is I feel a bit mislead about the location.

Pub sounds tempting, CO-OP is always handy for those last minute emergencies, I hope they have got a shed load of toilet paper in stock :P

Never been to Glastonbury then...... :P half a mile is not problem at all. the only thing I would question and question that only Peter could answer is regarding security at the camp-sites during the headline sets.

I would hate to think they are so far from the control of the organisers that they become rich pickings.. but as the mantra goes, never take anything you can afford to lose....

oooh the other half is pleased about Wadworths. We are getting excited now, house is a tip, full of camping stuff and tamiflu. (not really) :P

I see why you need a decent pint, you guys have the patience of Job to put up with the pathetic nonsense from the NIMBYS.

We are setting off early tomorrow. :P
