limited signatures

[eFestivals]

users signatures are again limited, so that they can't get stupidly large and annoying as they do on many forums.

The limits are these:-

- only 8 lines are allowed in any signature, with a limit of 80 characters to any line.

- any images included in signatures need to be less than 10Kb, and with a size of less than 225x68 pixels.

These limits apply to anyone creating or updating their signature.

The limiter doesn't apply on existing sigs. As ever, any overly large sigs that are spotted will be edited by the forum moderators.
