The 'Hat Clause'

I must admit I almost missed Clause 214 - subsection vii - paragraph ii (from herein refered to as 'The Hat Clause') of this years Festival Regulations.

.....anyone seen out during the hours of daylight, be they sober, drunk or any part thereof betwixt these two states, not wearing a hat, shall be ejected , forthwith, from the Festival.....

Surely it should be....

.....anyone seen wearing a hat when it is not raining, unusually sunny or freezing cold and they are not the member of a profession or industry whereupon a hat is desireable (police, construction, human cannonball, etc) shall be ejected , forthwith, from the twenty-first century and shall be returned to a time less enlightened unless the hat displays a slogan or brand or would otherwise be described as being "novelty" in which case the wearer may be ejected from the gene pool without leave of appeal.
