No you're supposed to swipe right if you think they're hot, because you get matched if you both swipe each other right. But as said, I'm desperate and swipe everyone right.

Well because it's not a numeric or emperical scale, and that there's no clear definition of Very Good vs Good for example, each group is open to your own interpretation and some within the group can be better than others
