It depends on what are you looking for :) ... My favourite is Brutal Assault(metal festival in Czech Republic, great bands and only 50EUR) and Ursynalia (polish student fest, this year incl. Limp Bizkit, Slayer, In FLames, Gojira, Mastodon cost only 10EUR for students :) )

Best I've ever been to - Wacken Open Air in Germany, but it is also metal

Rock festivals: My best rock festival was Rock Im Park in Germany, great atmosphere, great bands and it's a little bit smaller than Rock Am Ring

I would never recommend Download Festival in England, but it's because personal reasons ;)

This year I will probably head to Rock Werchter in Belgium

Oh, there is also nice Polish Festivals such as Open'er in Gdynia(big festival, big names) and Off in Katowice (alternative music), but as long as there is stupid polish law, which forbid drinking on public events, I will never go to polish festival ;)
