Manic Street Preachers, Flaming Lips & even (arguably) Bombay Bicycle Club could headline in their own rights, they might get one of them to sub but all of them would be a huge deal & probably cost too much for a festival the size of Latitude. Yeah, they've shown themselves to be unreliable and not committed enough, they'll be seen as a risk now by a lot of festivals who'll be hesitant to book them in future, quite rightly too, to cancel your tour on a whim is just massively dickish.
