An important guy of Mojo (the organizer) has said in an interview with a Dutch newspaper (almost) all big names are already announced, so I would not be sure. He also said that some more names should be announced soon.

They expect to sell out anyway.

They don't need 3 headliners. There were many options, but nearly every negotiation ended up with nothing. Most of them decided not to tour in their weekend.
