I'm not sure exactly, but I think the base heats it, and then the wand acts as a thermometer to make sure its reached the desired temperature throughout. It’s hard to replicate the action of pouring boiling water on to a teabag. Just dunking a teabag into hot water doesn’t give you the same effect.
