Do new member request go through automatically, or do they need to be approved by Neil?

There's been a fair few who are clearly spammers or on a wind up. In some cases this is fairly apparent from their chosen user name.

I think his concern, with some legitimacy, is that there are a proportion of new posters especially at key times of the year who have issues or questions regarding festivals and that having a cooling-off period would prevent them contributing or returning.
