If its Tyler, its a genius move. They were able to announce a line up with three female headliners and heat of the moment acts and can now brand him as a sort of "special guest" not interfering with the former.
Also it'll get them probably another Pitchfork article.

It also aligns well with the hype creation strategy with the paused sale.

Tyler makes no sense being a delayed announcement (this would make sense if he wanted to ensure his own tour tickets sold first and then announce PS and other festivals)
