Anyone who complains about that would/does drive when they're not fit to, and deserves to get caught/have their car/licence taken off them. There's nothing wrong with people being drunk or under the influence of drugs doing something dangerous. That's their choice. It stops being their choice when that dangerous activity is likely to hurt the innocent. I once read that over the drink drive limit, you're more likely to hurt or kill someone with a car (if you have one with you that night) than you are with a knife (if you have one with you that night).
