There's a quote from the recent festival focus group that states that the line-up is announced after the tickets go on sale to avoid an even greater demand than there already is.

Glastonbury do it every year and that sells out without anyone knowing the line up. I guess Reading just want to do the same, try and get the regulars to go rather than the casual fans, try and get a better atmosphere.

That is sneaky! I reckon the only festival that can really get away with doing that is Glastonbury - because it's about so much more than just the line-up.

Personally I'd go on Ticketmaster or another site that lets you reserve tickets in your basket without paying for them, then try and hold on to them and only buy the tickets once I know there are bands on that I want to see.

Reading will sell out without the line-up announced no worries these days, most go for the experience as much as the music, every knows what they're going to get, the line-up is not really that important, there's going to be enough for it to be worth it for enough people
