But people wouldn't lose out face value refunds (minus a small admin charge) had to be offered by the ticket agents. Those tickets could then be resold and the unlucky ones would get most of their money back.

No I had time to resell she died the week before and the funeral is arranged a week later. Can't remember precisely but I think I made about £20 extra, although I've paid over face value before to get tixs.
