I think it in part reflects the amount of money put on a particular team as well as that's teams actual chances of winning, as Carboard Box City said. When a horse's odds come in just before a race it's because a lot of money is being bet on that horse rather than the chances that particular horse has. I'd imagine that if you go to a bookies in Germany, you'd get lower odds on Germany than you do in the UK, for example/

I think saying that England or Spain have no chance is extremely daft. I don't think England will win it, for what it's worth, but I expect Spain to be there or there abouts.
