A lot of people have been avoiding the upper tax brackets by putting money into pensions. This restricts it slightly.

defo a step in the right direction.

However, this is the tories - who don't crack down on their chums. So I think it's exceedingly likely that somewhere (perhaps yet to be announced) that they'll be something else which benefits them by more than this change does.

That scenario is certainly the case with the child benefit cut for higher rate taxpayers, where they on average get double the amount they've lost back via the cut in corp tax (tho of course it's the very richest who'll benefit the most from that 'taking away with one hand, give double back on the quiet wityh another hand", while the 'bottom' of those higher rate tax payers probably do lose out overall)
