they were announced after Download had happened.

That sort of thing isn't too unusual for FR &/or LN events. Around ten years ago Pulp headlined both Homelands and GuilFest, but weren't allowed to be announced for GuilFest until after Homelands had happened.

As it happened I bumped in Jarvis that year sometime before the Homelands announcement. I asked him if Pulp were headlining GuilFest and he said "I can't talk about that", which was a bit of a giveaway. :lol:

With Glasto not on, Big Chill cancelled this year and other festivals going bankrupt last year you would think there are some bands available?

I think there's a few things going on to cause this, and below is my take on things. For any band it could be one or more of these.

1. overseas bands are avoiding the UK in general because of perceived or real problems with travelling this year, because of the Olympics.

2. festival-overkill has led bands to think they they really need to leave some gaps years, so that they're not playing one of the UK fests every single year.

3. festival-overkill is starting to impact onto bands' own tours, causing them to not sell as many tickets for those as they might otherwise, and the money they make from a festival show is more than lost on their own tours.

4. festival-overkill is diluting their 'brand' as a band compared to doing their own tours, because they have to fight for recognition amongst the other acts they play alongside.

5. Glastonbury takingh a year off this year has caused some bands to also take a year off, knowing they probably stand a greater chance of being asked to play Glastonbury next year if they don't do the festival circuit this year.

Neil just curious but apart from The Cure what other bands or types of bands were Phoenix trying to get?

the other name I've heard are Neil Young and The Who, who are both Vince Power favourites I think.

Whether there's any truth to those names I don't know. And if they're right it's not necessarily the case that they've been booked to appear elsewhere, it might just be that they're not touring or the money offer was well short of what they were wanting.

I'd also presume that offers went out to more bands than just those.
