Why did they get Iron Maiden?

Unlikely but I can see it happening, they've lost a large chunk of the metal audience since Soni & Download emerged and booking them would bring some of them back regardless of what the other headliners and the rest of the line up is and with an UK tour early next year it'd clear them up as an exclusive.

I'm not convinced Reading/Leeds want the metal crowd back, judging by the line-ups of the last few years.

While they might not be deliberately trying to exclude them, I'd say you're about right. After all, they're not going to be competing too hard against a rock/metal festival that's ultimately controlled by the same company.

It's been pretty clear ever since Download became firmly established that the amount of metal at R/L would reduce as a result, and that's been confirmed by the line-ups.

Wouldn't say that, after this year they will look at how to get a mass crowd again and a part of the crowd lost was the metal crowd. I think it's been more that Soni & Download have nicked too many possible bands even then they've had Faith No More, Gun N Roses and made an effort to get AC/DC (never was sure if that was true or not in 09 when FR said no after all their demands) & System Of A Down and keep somekind of heavy day on main going.

Van Halen have their sh1t together by all accountes:

According to Australia's Triple M 104.9, rumour has it that VAN HALEN will announce a world tour at the Grammy Nominations ceremony in Los Angeles, CA tonight (November 30th)

An official press release put out by the Grammy's states that the ceremony "will feature a special, live announcement from a truly iconic group regarding their historic band reunion set to take place on the Grammy stage on February 12th, 2012."

This was accompanied by a tweet from the Grammy's official twitter saying: "Who do u predict the reuniting band will be? Does this hint make u wanna 'Jump' and 'Dance the Night Away'."
