When was Hard Rock Calling announced relative to day tickets?

I believe he is saying people that want to see Soundgarden might be going Hard Rock Calling to see them which could be a factor why the Sunday at Download hasn't sold out yet even though it was announced before Hard Rock Calling.

I got that. I just can't remember when day ticket sales were announced. You'll get some people buying weekend tickets for Soundgarden, but if HRC announced Soundgarden at a similar time to Download announced day tickets, that'll have had more of an effect than if Download announced day tickets months before.
