No not necessarily. They seem to do that when there's an obvious clash with a headliner or NME headliner and I think Libertines and some dance act in the NME wouldn't clash with the interests of Mastodon/Refused fans.

i'd imagine it's more down to contractual obligations than anything else

Kendrick Lamar won't sub, hes doing Wireless so its highly unlikely. I think Limp Bizkit, Bring Me The Horizon, Tenacious D and Frank Turner are all possible. I'd have said if people aren't shooting down frank turner you can't shoot down BMTH.
