I need help to make a poster!!!!

Hello!!!! I'm from Brazil, and this weekend I'm going to Lollapalooza BR, and I wanna make a poster for Zedd like this (dillon francis face)
BUTTTTTTTTTTT, I don't know how can I do this.
I don't know how to scale the image without losing quality, and I need your help guys, pleassssse, this is very important for me.
So, I want to print his face, but I have to put these measures without losing quality, can u guys do it for me PLEASE?

I have a similar problem regarding my old Norman Lovett as Red Dwarf's Holly avatar. Mega Hi-Res and obviously to big for this sites parameters since the last revamp. I would also like tips re downscaling without losing too much quality so will follow this thread with interest.

I'm pretty sure the only software tool I have to work with is MS Paint and I think I've tried doing it with that before.

Honestly, you have no chance with that pic. His head is about 120px wide. You could get away by upscaling 2* or maybe even 4* without it looking too shit, but not 30*.
