It's not unusual for bands to headline a smaller stage and then play lower down on a bigger stage in a later year (or vice versa). It's a bit of a 'safe/easy' booking' though. Primal Scream are playing Primavera Sound there so maybe contractually bands that are playing both can no longer do Doctor Music due to location? It will still end up being the weakest day overall but I'd be pretty happy with a day of Tame Impala, Vampire Weekend and Primal Scream.
