Are they Headlining? Looked to me like they weren't, since The Killers were also announced and explicitly as headliners.

I thinks it's down to The Beat were always The English Beat in the USA , once he and Roger formed the 2 bands it made sense to differentiate the bands , especially as Dave's version mainly toured the USA. I'm guessing that since Roger's passing there is no longer any need for that however I understand your point.
