If this was some festival that had been running for 20 years and we knew how it worked then fair enough, but there's no reason why they can't go bigger. As for travel: it's possible by then that it'll be allowed... US now has about 17.6% vaccinated and hopefully it'll be a lot more come the end of August. They haven't in the past They don't have the same capacity as the sorts of venues The Killers play at, and have other major stages on at the same time reducing the capacity even more for the main stage The festival has sold out days with cheaper acts There's been no festival for 2 years. Demand has gone up. And now there are only 3 days to choose from. All of them should now sell out. And whilst it's possible travel will be allowed, it's not certain. Unless there’s new management and they want to completely reinvent the festival, I can’t see then getting someone capable of filling a Stadium. And the Killers are simply too big an act right now for a festival the size of APE e.g. they're even being supported on their latest tour by a Stadium act (Manic Street Preachers).
